Potential Tsunami Flooding Area（Major Tsunami Warning） The map shows the scope of flooding, the Base Water Level (the water level obtained by adding the height of the water when a tsunami hits a building, etc., to the assumed flood depth of the tsunami), and temporary evacuation sites based on the maximum-class tsunami flooding assumption set by the Hokkaido Municipal Government, which is based on the "Japan Trench and Kuril–Kamchatka Trench Mega Earthquake Model" presented by the national government.

Sediment Disaster (Special) Warning Areas Areas where there is a risk of landslides due to heavy rain from typhoons, earthquakes, etc. are color-coded for each warning category as follows. 180 sediment disaster warning areas and 160 sediment disaster special warning areas　designated by Hokkaido are mapped.
	Sediment disaster warning area Area recognized as there being a risk of harm to the lives or bodies of residents in the event of a sediment disaster, and where warning and evacuation systems should be particularly developed.

＜Tsunami Information＞
●The tsunami information on this website is based on the "Potential Tsunami Flooding Area" established by the Hokkaido municipal government in July 2021 and the "Base Water Level (the water level obtained by adding the height of the water when a tsunami hits a building, etc., to the assumed flood depth of the tsunami)" announced by the Hokkaido municipal government in March 2022, in accordance with the "Act on Regional Development for Tsunami Disaster Prevention".
This forecast map is based on the latest data of tsunami deposits found along the Pacific coast of Hokkaido and in the interest of safety presumes a wave height and inundation area caused by the largest class of tsunamis.

●This Website does not show flooding due to unexpected amounts of rainfall, storm surge, or inland flooding, so caution is required even in uncolored areas.
●Please check the information below, which has been released by the Ministry of Land, Infrastructure, Transport and Tourism and Hokkaido Prefecture in accordance with the partial revision and enforcement of the Flood Control Act on May 20, 2015.
●The presumed inundation area is the area specifying the range and depth of inundation expected at the time of river flooding in the event of rainfall amount and flow rate of the maximum presumed scale.

[Akan River Flood Hazard Map]
This hazard map is based on the "Akan River System Akan River Presumed Flooding and Inundation Area Map" published by the Kushiro General Subprefectural Bureau in June 2019.
〇Presumptions
　・Maximum scale: Presumed rainfall amount in the Akan River: 328mm/24hr
　・Planned scale: Presumed rainfall amount in the Akan River: 224mm/24hr

●Based on the Act on Sediment Disaster Countermeasures for Sediment Disaster Prone Areas (commonly known as the "Sediment Disaster Prevention Act"), Sediment disaster warning areas ("yellow zones") and sediment disaster special warning areas ("red zones") are designated by Hokkaido Prefecture as areas where there is a risk of harm to residents in the event of cliff failure or debris flows.
●This Website was created for the purpose of providing information for evacuation behavior and activities when there is a risk of sediment disasters due to heavy rain, etc. by displaying areas that are at risk of sediment disasters, which lets residents know when that risk is present in areas near their residences.

Article 4 (Modification,Suspension or Discontinuance of Website)
4.1 For maintainance and inspection of Website on a regular basis, City of Kushiro can temporarily suspend all or part of provision of Data on Website.
4.2 If any of the following cases happen, City of Kushiro may temporarily suspend all or part of the provision of Data on Website without giving prior notice to you:
(i) In case of urgent maintenance and inspection of Website;
(ii) In the event that management of Website became impossible due to accidents such as fire and blackouts, natural disasters such as earthquakes and floods, war, riots, labor disputes,or other event of force majeure;
(iii) City of Kushiro judges that temporary interruption of management of Website is necessary due to operational or technical reasons; or
(iv) When the operation of Website becomes impossible due to obstacles etc. of Website."
4.3 City of Kushiro may terminate provision of Website at any time and at City of Kushiro ’s sole discretion.

●本サイトの津波情報は、「津波防災地域づくりに関する法律」に基づき、令和３年７月に北海道が設定した「津波浸水想定区域」及び令和４年３月に北海道が公表した「基準水位（津波浸水想定の浸水深に、津波が建物等に衝突した際のせき上げ高を加えた水位）」を表示しています。
この予測図は、北海道太平洋沿岸で発見された津波堆積物の最新データを基に、できるだけ安全サイドに立って最大クラスの津波による波高と浸水域を想定したものです。

＜洪水に関する情報＞
●本サイトでは、想定を超える降雨による氾濫、高潮及び内水による浸水は示していませんので、着色されていない区域でも注意が必要です。
●平成２７年５月２０日に水防法の一部が改正・施行されたことに伴い、以下の通り国土交通省及び北海道より公表されていますのでご確認ください。
●浸水想定区域は、想定し得る最大規模の大雨が降った場合等の降雨量および流量により各河川氾濫時に想定される浸水の範囲と深さを指定した区域です。
算出の前提となる各河川の降雨量および流量は、以下のとおりです

【新釧路川・釧路川・別保川洪水ハザードマップ】
平成28年6月に北海道開発局より公表された「釧路川水系洪水浸水想定区域図」及び平成30年6月に釧路総合振興局より公表された「釧路川水系釧路川・別保川洪水浸水想定区域図」を基に各図の浸水想定区域を重ねて作成しております。

〇想定
　・想定最大規模：阿寒川で想定し得る最大規模の雨量 328mm/24hr
　・計画規模：阿寒川で想定し得る計画規模の雨量 224mm/24hr

＜土砂災害に関する情報＞
●土砂災害警戒区域（通称：イエローゾーン）および土砂災害特別警戒区域（通称：レッドゾーン）は、「土砂災害警戒区域等における土砂災害防止対策の推進に関する法律」（通称、土砂災害防止法）に基づき、がけ地の崩壊や土石流が発生した場合に住民に危害が生じる恐れのある区域として北海道が指定する区域です。
●本サイトは土砂災害のおそれがある箇所を示し、お住まいの土地の近くに土砂災害のおそれのある区域があることを知ってもらうことにより、大雨などで土砂災害が発生するおそれのあるときに、避難行動や活動のための情報提供することを目的として作成されています。

１．データの著作権は株式会社ゼンリン又はこれに権利を許諾する第三者に帰属します。
２．釧路市は、利用者に対して、著作権法に定める私的使用の範囲内で、データについて以下の権利を許諾します。なお、利用者はデータについて、これら以外のいかなる権利も取得するものではありません。
(1)本サイト上で表示されたデータをWebブラウザで閲覧すること。
(2)本サイト上で表示されたデータを紙媒体に印刷出力すること（本号に基づき印刷出力したデータを以下「複製成果」という）。

第２条（遵守事項）
利用者は以下の事項を遵守するものとします。
(1)前条で明示的に許諾される場合を除き、方法の如何を問わず、データの全部又は一部を複製（印刷を含む。）、転記、抽出、加工、改変、翻案、送信その他の利用をしないこと。
(2)有償・無償を問わず、また、譲渡、使用許諾、送信その他方法の如何を問わず、データ（その全部又は一部の複製物、出力物、抽出物その他利用物を含む）を第三者に利用させないこと。

第３条（保　証）
利用者は、データは必ずしも利用者の使用目的又は要求を満たすものではなくまたすべてが正確かつ完全ではないこと及び釧路市はこれらがあってもデータの交換・修補・代金返還その他の責任を負わないことを了承するものとします。

第４条（本サイトの停止等）
１．釧路市は定期的に本サイトの保守・点検を行う際、一時的に本サービスの全部又は一部を中断することができるものとします。
２．釧路市は次の各号の何れかに該当する場合は、利用者に事前の通知をすることなく一時的に本サイト運営の全部又は一部を中断することができるものとします。
(1)本サイトの保守・点検を緊急に行う場合。
(2)火災・停電等の事故、地震・洪水等の天災、戦争、暴動、労働争議等により、本サイトの運営が不可能となった場合。
(3)釧路市が、運用上又は技術上やむを得ず本サイトの運営一時中断が必要であると判断した場合。
(4)本サイトの障害等により、本サイトの運営ができなくなった場合。
３．釧路市は、自己の裁量によって、本サイトの運営を終了することができるものとします。
